Papagayo-NG Pre-Release Builds

This is a pre-release build of Papagayo-NG for Windows.

17 October 2023: A new version has been released.

Changes include:

• Audio Playback and Decoding is done via QT, FFMPEG should not be needed anymore
• Spanish Translation and some breakdown fixes and additions by Ogallagher
• Moved to PySide6, this build uses QT Version 6.6.0
